Blackfeather is countered by

Caine
Do not engage him directly. He will answer with his A, then B to dodge your B and A again for enormous burst damage. When he has no bullets he gain move speed, making easier for him to dodge Blackfeather's B. Caine can burst Blackfeather down very quickly, so try to engage him with a tank body blocking his A.
 
Kestrel
When you use A on her, she can place her trap and stun you, so hit her with B first, as she can not use her B right after she got hit (that is, until she has 150 WP), then A and basic attacks so that she does not have a chance to use her invisibility. She can burst down Blackfeather very quickly, so try to engage her with a tank body blocking the Weapon Power portion of her A damage for you (the crystal portion can not be body blocked).
 
Lyra
She can stop your whole engage with A by using her B. You can avoid this by always engaging with your C against Lyra. C goes over the wall due to the status effect immunity.
 
Malene
She can either avoid your whole combo with her shadow B or root you point blank and then burst you down. 
 
Skye
Her mobility lets her easily dodge your B, her A can hit you from outside your B range. If she has frostburn you will not be able to chase her, even with 2 charges on B

Your lane phase is a really hard one until you reach level 6 or 8.
Start with either Crystal Bit and Book of Eulogies, or Book of Eulogies and Light Armour when against Caine or Kestrel.
When against Caine or Kestrel your objective is to survive until level 8 because they have way more poke damage and a longer range, so just stay behind minions and do not try to trade much since you will always lose before level 8.
Against other carries just try and land your B and you will be good.
You can have extended trades if you are confident by using your A first to jump your enemy then using B point blank. This will win most trades.
 
Once you reach level 8 it is time to destroy the enemy laner! Just poke poke poke then finish them off with A then C combo, your B has very short cooldown and does tons of damage so squishy bot laners cant handle it. The trick playing bf in lane is that your need to play perfectly and know your limits and always be clearing lane so that you do not lose turret from jungler and botlaner push in 5 mins. Also with your slow wave clear it is best to just focus on shutting down the enemy carry instead of rotating.
In teamfights it is really simple, poke poke poke and do not engage until your tanks want to, or you are confident that you can 1 shot one of the main damage dealers of the enemy team.

Due to his base damage and sustain he can easily bully Blackfeather in lane in the early game.

Grumpjaw massive damage reduction and base damage make him a very hard opponent to deal with in the early game.
